CreateNewAccount

Create a new account.(This method is only for reseller.)
Arguments:

loginEmail: Login Email of Spread.
loginPassword: Login Password of Spread.
newAccountName: New account name
newAccountEmail: New account email

newAccountPassword:New account password

return true if succeed.
